Probably because a seat on the Executive Committee, which would have given him a vote on all SE/EE JSRs, might allow him to apply some pressure from within. Incidentally I think that the actual winners (Google and Eclipse Foundation) will do just as good a job at this. On the other hand, an expert on a JSR Expert Group has no votes and very limited influence. Indeed, EG members are expected to give up their time and intellectual property without financial compensation, on the understanding that the spec lead will treat their work according to the rules of the JSPA. However this particular spec lead (Oracle) has already stated that it will not respect those rules; instead Oracle simply takes ownership.
