Most companies here in Ohio are still old school when it comes to hiring and work environment. The person has to keep the chair warm, no remote work or if there is, it is a privilege which usually gets yanked at the first crisis and never reinstated. They don't do much in the way of questioning and so learn the hard way if the person is a good developer or not. Salaries are low but thankfully due to the shortage that has been going up if you are a Senior Developer, especially with Java experience and all the libraries that go along with it.
The schools here are still doing some Java training, but the new graduates all want to use an easier language so they pick PHP or VB. They don't have much strength in programming and struggle dealing with difficult issues. Paypal contacted someone I know for a remote worker position so they can stay here in Ohio but travel to California periodically. He does .NET but is a great UI developer as well. I don't see many opportunities for people around here for doing exciting work as we have lots of insurance, grocery, banking, financial services and health care. That is the bulk of the jobs and they all tend to be about as exciting as watching paint dry.
