Which keeps bringing me back to the question of, what exactly is the win of jigsaw? A faster startup of the jvm? What else?
My assertion is that the only real near-term win of Jigsaw is a simple module system that meets the needs of build-time and runtime modularity for a good portion of the community -- all with a single system that is well integrated into the language itself.

Today one must use both Maven and OSGi (or equivalents) to accomplish this -- and neither is well integrated with the language.

What about modularizing the JVM? That's only important to allowing the Java SE codebase to be more readily re-used in other environments -- and /possibly/ will yield faster startup time (though a good refactoring could likely do that by itself).
