I've experienced this in Outlook 2016, but it's always because there are tables in the message (i.e., the sender has created complex table formatting).

Instead of a nice and readable message, JAWS will say stuff like: nesting level x; table; nesting level 3, etc etc; the actual text is very difficult to read.
