I'm using windows vista.
I'm sorry but I'm kind of mixed up, actually windows mail is just like
outlook express in XP.
But I can see some settings are slightly different than outlook express.

The instructions that Mike included in his response, are for Outlook
Express,
and will get you where you need to be to carry out your task.
I do not have Windows mail running right now, so I cannot comment
whether these instructions will work with it or not.
I guess I will have to load Vista, or Windows 7 to have a look.

Try the steps below.
While in Outlook Express,
1. Alt + T, for tools
2. R, for message rules.
3. S, for the blocked senders list. Once you are in this dialogue, you
will
have a list of blocked senders. From the list, choose the one you
want, and
then tab to the remove button, and okay your way out of the dialogue.
