Hi Estelita;
Here is another way to stop Jaws from saying mouse over. Do this while in
Internet Explorer.
1. Open the Configuration Manager with Insert / Jaws key + 6 on the number
row or, press Insert / Jaws key +F2, arrow down to configuration manager
and
press enter.
2. Press alt s, to open the Set Options menu, & press the letter H, and
the
HTML options dialogue box will open.
3. Shift control tab once to move to the misc page, tab to, Indicate
Element
Attribute, and press the spacebar to uncheck this checkbox.
4. Tab to okay, press spacebar / enther, press control + S, then press Alt
+
F4, to save your changes & close the configuration manager.

I am not running Jaws 8, but looked in my version, where you suggested,
and
found the
use mouse-over tool tip, but I don't think this is the one to uncheck.
I found one in the speech and sounds manager on the HTML tab.
