I bet if the W3C entered some sort of thing into their declarations
for new HTML versions--specially now that HTML 5 is going to replace flash,
perhaps then it would be standard?
Also keep in mind that "pretty code for the eye" is top priority for
most companies, and accessibility is many times too simple for complex
visual effects that they have to pull off for
"surprise!" or "gotya" effects.
E.G., flashing logos in their media players,
pop up ads via some form of mice click, etc.
