You need to uncheck the overtype Mode checkbox. It used to be found in the
Tools | Options | Edit tab control.

Ann,
When I press alt+control+i Jaws announces insert mode active. When I
press those keys again it still says insert mode active and type over is
not activated. Am I doing something wrong?

To toggle between typeover and insert modes, press alt-control-i.
