Which version of Jaws are you using?
As far as i can remember, this virtual navigation first really work's from
Jaws 11, but forgive me, if i am remembering wrong!

Hi Flor,
When invoking the Insert + F6 keystroke, Jaws reports that there are no
headings in this document. Using the navigational quick key keystroke,
Insert + Z, then press the letter H, Jaws reports, no headings found. If
this Word document is unformatted text, is there any way to navigate by
headings? I am playing around with a friends website, attempting to clean
up bad segments, something I've never done before so, if I'm getting my
terminology screwed up, please forgive my lack of knowledge! Take care.

have you invoked Insert+F6? That gives you a contents list - links, etc.
I believe, in the main body of text beyond that, it should be possible
(with Quick Keys on - Insert+z) to use the letter h to navigate the
headings.
