Never, and I mean never install a screen reader from a web install.
See all kinds of nasty things can happen here to still leave you with no speech. The first thing is most screen readers require a reboot to install components. Now if doing a web install. After that reboot. The screen reader does not know where to go for the rest of the install. The second thing is while doing that web install. Lots of nasty viruses can attach to the install and have a nice ride onto your computer right past your anti virus program. So always download programs like that and do the install from the machine itself, and you will have no problems.

The internet connection is working.  I am able to access the internet
using both Internet Explorer and Firefox.

It is only JAWS that doesn't recognize the internet connection.  JAWS
goes to the internet during installation, to update, authorization, and
to check for updates.  None of this works.  It is only on my Windows 8
machine using a USB modem.
