See all kinds of nasty things can happen here to still leave you with no speech. The first thing is most screen readers require a reboot to install components. Now if doing a web install. After that reboot. The screen reader does not know where to go for the rest of the install. The second thing is while doing that web install. Lots of nasty viruses can attach to the install and have a nice ride onto your computer right past your anti virus program.
