Yes, but see my follow-up, along with the other folks who said the same.  I 
mistakenly gave you the term Insert, rather than Alt-I.  It's just one of those 
ever-lovin' shortcut keys that existed before the ribbon came along.  Should 
you choose to use the ribbon, look under Home, not under Insert.  Also shift 
tab to get there, it's quicker.

Ins-I, R should do it.  This will give you a brand new blank row, which is what 
I think you're wanting.  You can also do it through the Home tab.
