If you look at each filename and the explanatory list beneath that list, you'll see the one you want (English) has "en" after the second dash. I chose the first one, over 7 Meg, and when I tried to install it, it said that this program is not applicable for your computer. I am running win10 1511 build 64 bit with IE 11. Are there some dictionaries, I wonder, that work for win10 but not others. There is a huge list of dictionaries you can check and download. We will have to play around with this some more. I have exactly the same issue that you do. I have Firefox able to spell check, but with IE, I cannot figure out anything to get that browser to spell check. I do not think that you can have IE spell check, but let us see if someone can give us the Miracle lOL! I would absolutely love it if I could spell check in IE, because that is the browser that I use for Facebook, and many times, I cannot spell a work in Facebook.
