I just made a hot key using I for internet explorer alt-control-I.. Maybe it's your method of creating the hotkey? I did start menu, P for programs, I for internet explorer then I pressed the applications key and up arrowed to properties and entered on it that landed me in the target area to make a shortcut I tabbed to the box and put I then tab to apply and alt A and then back to the ok and spacebared it..
