It sounds like a problem with your tab key.
I hear that JAWS pro and your version of Windows don't exactly act the way 
regular JAWS and XP do.
I hope that someone else with your combination of equipment can help.

Hello all,

When I'm in a program such as Outlook Express or My Documents and I press 
alt tab to see if there are any other applications open, my menu bar file 
comes up.  Why is this?  And what can I do the rectify this problem?

The only way I can get out of it besides hitting the alt key, is to press 
alt tab and that will take me back to whatever program I was in prior to my 
pressing alt tab the first time.

I'm using windows XP Media Center Edition and Jaws 7.0 Pro.

Any help is appreciated.
