You cannot use alt F4 to close the desktop, since that is the top level of 
the folder structure in Windows.
When you do that, there is no where for the command to take you, except to 
shutdown the computer.

If this is fact, how is it that it never worked like this in the past, but
only started this afternoon? this is a real time-waister and there must be
some way to set it back the way it once was without me often landing on a
Turn Off button when I have no desire or intentions to turn off the
computer.

That is a window shortcut to turn off your computer while on the desktop.

  This has never happened before but this afternoon it began. If I am on
  the Desktop and then alt F4, I go immediately to a turn Off Button which
  needs to be changed. Why is it happening and how can I change it?
