What exactly are you trying to accomplish when you do this command from your desktop? Alt+F4 is the command to close/turn off applications that you are in and currently using. So basically when you are on your desktop and do the Alt+F4 keystroke command, you are telling your system you want to close down, that is why you are prompted to the close/shutdown/standby menu. The quickest way I know to shut down your system from anywhere, is to do Windows Key, then the U key twice. To do a restart its Windows key then the key U then the key R.
