I am not sure if arc is needed if we move a package from
spec-files-other to spec-files. But personally, I think not. No package
name is changed(If we do not move libnotify/notificaiton out of
SUNWgnome-panel). No new libraries  or APIs are imported. Because
libsexy is already in Nevada.

I agree. If nobody oppose, I will try to move libnotify/notificaion
daemon out of SUNWgnome-panel.
