The problem is that this makes it impossible for these casual contributions to fix an existing typos. I was looking at a random Latovian (?) translation and a few others and spotted a number of seemingly "typo fix" contributions. For example, "darbavietu" to "darbavirsmu". I'd imagine German translation is one of the most well-maintained one, so having a stricter bar for merging makes sense.
