It has already been proposed that we introduce an API for adding
columns to Plugin Manager. This should be pretty easy. Then we can add
a column showing known installation count, which we already track
somewhere because the wiki shows it. And then either hide plugins with
(say) <1000 installations by default, or bubble up the most-installed
plugins to the top when using the Filter field, etc. That provides a
straightforward, organic solution to the issue you bring up, without
needing to haggle over whether individual plugins are sufficiently
worthy.
