Let me quote Gus' vision for the new site, from

Broken down:
- Every registered user gets to set up their own separate blog.
- Every registered user gets to comment on others' posts
- Most or even _all_ pages on the site will have a comment/feedback section.
- Visitors (which appears to mean "anonymous users") will be able to vote on 
plugins. This looks a lot like "Let's have an App Store for plugins", but 
without the "one review per credit card and purchase" limit of existing app 
stores, while at the same time much fewer users to balance potential vandalism.
- Visitors will be able to comment on _everything_. Basically like the wiki 
today, except you may not even need an account.

How is this NOT requiring a massive amount of moderation?
