Do we expect that a notable subset of users will be unable to switch to Java 11 
due to platform issues (or perhaps just shitty policies)? Is Java 11 available 
on all major distros, etc.? No weird licensing issues from Oracle perhaps?

Should we plan to have a longer-running Java 8 LTS branch to give them more 
time to switch?
