For the LTS date, I vote for Flag Day

I do not expect so. Users who are not consuming the Docker image may
trivially install OpenJDK 11 through their distribution's package manager
or by extracting an Eclipse Adoptium/Temurin archive.

Yes, it is and has been for some time.

Not if you avoid the Oracle distribution and stick to an OpenJDK-based
distribution.

I think giving people more time will discourage them from switching rather
