Commercial tools are easier for many applications, and we use commmercial
tools such as ILOG-JRules for many applications for our customers (mostly
requiring so called "business rules").  However, I must say that our IMCN
project (an 'Intelligent Mission Controller Node' for AWSIM, RESA, JSAF
simulation environments funded by the Air Force Research Labs) would have
been impossible to implement using commercial applications since we needed
to tightly integrate the expert system with the rest of our Java code and we
had very little time in which to do it.  It's largely because of the
elegance and ease-of-use of JESS that we were able to successfully demo IMCN
more than four months ahead of schedule.

when there are so many commercial tools that make the
job of developing expert systems much easier, why is
there a need to develop the system using JESS??

Is it just a matter of cost?

Or is there any specific reason why people prefer 
developing systems using Jess/Clips??
