+1 - This is a *fine* model for doing this. I would still like to see the community issues resolved, namely yours' and others' release from the NDAs and the spec and its later development done in the open.

I believe that Pluto should be called Jetspeed-2 (to keep the Jakarta/Jetspeed/Portal brand association) and not in a commons directory.
Pluto provides:
- a default implementation of the container
- a default implementation of the portal

Jetspeed-2 could house several implementations of portals and containers, including Pluto's

The Portlet API jar (interfaces) should be available from the same place that you go to get your Servlet API
