Mr. Martin,
Sorry of giving you credit for "poor answer".

In order to use Cocoon with Jetspeed today, you must use the 
WebPagePorlet to retrieve the content from Cocoon, via a URL.

If you are choosing a portal engine, then (functionality aside) either 
Cocoon or Jetspeed can be used as a portal engine.  If you meant 
something else, then I do not understand.
