sorry for the delay. I was tied up on another project. I sent the PSML
files via separate email. We created the references up front. allowing
users to create references can be a bit of a security problem. We found
that you have to make the Tab hierarchical into to get the permissions
to work correctly

We really think that the entire PSML process in jetspeed needs to be
redesign. There really isn't a easy way in jetspeed to the following mix
of things for individual panes for a user.

1) allow user to have total control of a pane's layout and portlets
2) allow user to have control of a pane's layout and portlets but make
certain portlets required. layout flexible for all portlets.
3) allow user to have control of a pane's layout and portlets but make
certain portlets required. layout fixed for mandatory portlets but
flexible for other portlets (while respecting mandatory portlet
constraints)
4) forced portlet layout on a pane.
5) ability to have required and optional panes.

And for all of these the administrators needs to be able to
add/delete/change the mandatory portlet , layout, and pane
configurations dynamically without overwriting any user specific changes
(unless they conflict of course).

These changes would make jetspeed's functionality closer to that of the
commercial portals.
