Maria, in my opinion if it is a one time charity & the price $3.00 really is 
not very much everyone should have to pay.  Everyone know that volunteering 
is a thankless if you are doing for other motives or benefits then your heart 
isn't really in it.  I coordinate the resale shop at our school where most of 
the second-hand clothes go for only .50.  Anyone that volunteers their time 
working there gets clothes for themselves & their families for free that day. 
 This is an ongoing thing so not paying for the clothes is just the payment 
for working there (of course I rarely find stuff in my size  LOL).  If I did 
it for only one day I would feel that I had to pay just like everyone else.  
In your case if someone took their "free" 25 tickets & put them all on one 
tray (or even several for that matter) & won someone that paid might get 
upset.  This is just my 2 cents but people sometimes get offended & 
suspicious when the "chair people" win the raffles when they have paid for a 
ticket, so for only $3.00 a pop why make waves?
