Adrian,

I may have a discovery.  I just clicked on a PDF link and did a save
on that link from within Chrome.  As you know, when chrome saves a file it puts
a downloads bar across the bottom of the window by default.  In that bar, when
I clicked the split button that gives the options about what to do with the
file, for the first time ever the option "Open with system viewer" showed up,
and I chose that.  It did not cause the original file I'd just saved to open,
but now all subsequent PDF links I'm clicking in Chrome are opening in PDF
XChange Viewer, which is what I have set up as my default.

If you are able to save a single PDF and try what I've mentioned above
please report back.  I also looked into the Chrome Download Manager but only
after I'd already done what I outlined above.  The same option may be available
there, but I can't say that with any certainty.  Even though I'm on Windows 10
this was clearly something being tweaked by Chrome itself.

Brian
