Jim, I don't believe that the mute function is functioning consistently at all and need to report this to groups.io. I would encourage others to do this as well.
There are only two forms of the daily digest: plain and full-featured. The only difference between the two is that plain is e-mail plain text (or as close to it as you can come and include links) and full-featured is delivered in HTML format that looks much prettier and where the links such as "Mute this thread" aren't presented as label and link but as a click-through link reading "Mute this thread" instead. Nothing that I have muted has muted in e-mail digests, regardless of whether I'm using plain or full-featured. Brian
