My University actually is on Windows 7, and IE 11.

Because they experienced a major security breech earlier this year, I think
they are a bit paranoid.

Firefox and Internet Explorer are virtually interoperable with JAWS. 

The bigger question is, on what operating system are you running IE that
your university suspects security problems? In fact, Microsoft just released
some security-fix patches this past week for IE version
11 on Windows 7, which makes me think your college is still on XP, or an
older version (perhaps 9?) of Internet Explorer.
