I have seen this too, and only since upgrading. It happens everywhere, not
just in any particular application.

Turning off the option that forces the cursor to follow the braille display
eliminated the bug for me. (This option is off by default but I had turned it
on. Turning it off again was enough to work around the bug. I haven't yet
submitted a bug report.)
