I have the same problem on my Windows 7 computer at work, but not on my
Windows 8.1 Lenovo convertible. My work computer uses a wireless keyboard,
while I use the built-in keyboard on my Lenovo. Isn't the keyboard on the
Surface bluetooth? I wonder if this has something to do with it. It doesn't
happen if I use my Braille display for input either. Just some thoughts.

I have seen this too, and only since upgrading. It happens everywhere, not
just in any particular application.

Turning off the option that forces the cursor to follow the braille display
eliminated the bug for me. (This option is off by default but I had turned
it
on. Turning it off again was enough to work around the bug. I haven't yet
submitted a bug report.)
