Sorry for unclarification, for `IncrementalAlterConfig` we authorize
`BORKER_LOGGER` only [1] and it apply to local (it does not send to
controller) , and we do other authorization on controller.
But `BORKER_LOGGER ` does not support for ZK mode [2].
