The outline color is now controlled by a user preference. Users now have a
choice of
 1. A single outline color (usually black) for all atoms/bonds
    (this is the way it was)
 2. A darker version of the atom/bond color

This is controlled within the Colors tab of the Preferences dialog box.

While I was in there, I fixed a bug in the preferences regarding show
atoms/bonds/vectors/hydrogens. The code was referencing incorrect
preferences strings (which didn't exist). Therefore the checkboxes in the
properties dialog didn't function.

The code is now changed to show last paint time and moving average paint
time in milliseconds.
There is now a switch
  -Dpainttime=true
which controls this. For now, this defaults to *true*. We can change it to
false before we ship.
