No, most of them seem to master it fairly well. In recent memory Jeremy 
Northam in HAPPY, TEXAS was great.

Recently parodied in an episode of JUST SHOOT ME, where everyone speaks in 
the worst cliches of posh English except Maya, whose accent is good but 
totally incomprehensible to the rest of the staff.

NURSE BETTY. An annoying film, due mostly to the gratuitous profanity.

Being used to Craig Ferguson's English accent on DREW CAREY, I thought he 
did a wonderful Scottish accent in SAVING GRACE ... and then I learned he's 
Scottish.

I still had to translate parts of THE FULL MONTY for my wife, but mostly 
idioms. In the 1960s I watched THE HILL, one of Sean Connery's non-Bond 
films during the Bond craze, and had to translate every line for my date.
