This is exactly what our provincial govt did here in
Ontario - sent everyone a cheque for $200.  Big whoop.
 They reduced our provincial income tax, but offloaded
a lot of what used to be provincially funded programs
to the cities, as a result of which, our city
(property) tax is going up and/or we're now paying
user fees, or higher user fees for programs that used
to be free or much cheaper.  The govt giveth with one
hand and taketh away with the other, but apparently
this ploy works with some taxpayers, time after time.
And the different levels of govt keep pointing the
finger at the other levels - the feds aren't giving
enough to the provinces, the feds and the provinces
aren't giving enough to the cities, the schoolboards
are crying the blues because the province and the city
aren't giving them enough. And so it goes. Sometimes I
wish we just had one great big tax so we could just
write one cheque to cover the whole thing - I really
don't care what level of govt I'm paying it to, it's
all going to the same place, as far as I'm concerned. 
And I'd only have to pay a service fee for one cheque,
not three or four different ones!
