I don't think there's clear consensus on how pressing signatures
are in TLS. And hybrid signatures remain controversial in LAMPS.
Yes there are a set of folks who want as much PQ as they can get
done as soon as they can, but there're also some (incl. me) who'd
prefer to go slower on signatures for the reasons already stated
and also because of rainbow.
