I'm reasonably sure what you mean here is that both are digital signature
schemes that have a public and private key, and those keys can be
serialized using the same JWK or COSE Key structures.

You raise a good point, we don't need to reserve 2 code points for these,
we could reserve just one for the new kty.

kty: PQ-DSA
alg: ML-DSA-44
pub: ...
priv: ...

kty: PQ-DSA
alg: SLH-DSA-SHA2-128s
pub: ...
priv: ...

I suggest we use the dilithium spec to do this registration, and have
SLH-DSA reuse it.
