Actually, the group could be handled to have the best of all worlds.

If it were set up as a newsgroup, those who wanted to use newsreader
software would be able to do so (and utilize all the advantages of
their newsreader)

The newsgroup would most likely be picked up by deja.com so that
those who didn't have news access, but did have web access, could
read and post using nothing more than their web browser.

The archive list could still be maintained, and an email digest could
be sent to those who wanted it.

I'd opt for using my newsreader, but it wouldn't preclude others from
accessing it in one of the other ways. Whatever fits your situation best.
