I don't think that it has to be off of the web-inf directory.  It just has
to be in a servelet context path, which doesn't have to be web-inf.

I assume you mean, does it reload servlet classes when you modify them?
If so, yes it does this, but only for class files located in the WEB-INF/lib
and WEB-INF/classes directories for your web application. Classes found
in the CLASSPATH environment variable, set before starting Tomcat, are
not reloaded automatically.
