Well, it depends on which version of Tomcat we're talking about. I've been
talking about Tomcat 3.1, and it supports reloading. Here's an excerpt from
the README:


4.  NEW FEATURES IN THIS RELEASE

Many new features have been added to Tomcat since the 3.0 release.  Among the
most important are:
[...]
- Automatic servlet reloading when servlet classes are changed in
  WEB-INF/classes or WEB-INF/lib/*.jar.  This support can be configured
  on a per-web-application basis.
