I'm not sure I get exactly what you say: classes can't be "in a servelet
context path" (the term "context path" usually refers to the URI path
prefix assigned to a servlet context). Maybe you're talking about JSP
pages, not regular servlet classes and utility classes?

Anyway, Tomcat 3.1 only automatically relods class files located in
WEB-INF/classes and WEB-INF/lib for the web application (servlet context).
