I hate to say it but I went though the same effort a while ago and I came to the conclusion that one doesn't exist (for simple stuff). I have JBuilder which is a great enterprise development tool but for simple JSP's it's overkill. I ended up just using ViM (Vi iMproved) which has syntax highlighting.
