I am using Dreamweaver MX to create the interface, because it is so good for
that, and JBuilder to create JavaBeans to handle the business logic.  Thatn
way I can keep the presentation and the code independent of one another and
use each tool for what it does best.

I hate to say it but I went though the same effort a while ago and I came to
the conclusion that one doesn't exist (for simple stuff).  I have JBuilder
which is a great enterprise development tool but for simple JSP's it's
overkill.  I ended up just using ViM (Vi iMproved) which has syntax
highlighting.
