Hello Michael, rc2 is just a (shorter) name for the tag; if you take a look at Changelog, 2.9.0-incubating-1, it states second ASF release candidate. First one was voted at the very beginning of this thread (2.9.0-incubating-0). On the other side, the incubating suffix is needed for every release made for an apache incubator project, hence the different names.
rc2 is holded at http://svn.apache.org/repos/asf/incubator/jspwiki/tags/jspwiki_2_9_0 It's not named *_rc2 only because I just took the example of 2.6.0 tag, which had a rc1 and the release itself. This ought to be the same.
