I do recommend to not arrange future development this way.
IMHO it is much better to maintain a single source code repository
where both version live and share the same code.
This has the big advantage that merging code basis andback/forth
patching might not be dropped at the end of the day due to lack of time --
I've seen this happen oce too often.
Keeping a differenct version for the end-user could be done with some
technical help easily. E.g. a configuration that makes the GUI appropriate for
end-users and to make it show all the bells and whistles.
Additinally, branching will help to maintain stable releases or
to play with strange new core-changes.

If it only is a matter of managing financial apects, e.g. the GAV
(www.grass-verein.de) might help (they managed the financial stuff
of the recent FOSSGIS in Berlin already). All infrastructure is there
(tax-excempt etc).
But going with SIGLE transformed into some *OJ* sounds OK as well.
It is ust the question whether the effords are doable (don't underestimate
the effords, Intevation helped to raise three such entities so we have
our experiences).

Sustainability is supported by commercial activity. Scientifc projects
come, have high activity and suddenly end any such. So, they are extremely
valueable but can not ensure the sustainability.
What also helps sustainability is regular use of OJ in university lectures
and programming/use seminars.
