Yes, in the JTS TestBuilder the finest grid is the one snapped to. It's visually obvious.
But... the user doesn't "ask to snap" to a particular grid. The snapping is always to the grid displayed, which depends on zoom level. I've found this to be more flexible and easier to use than having a single defined snapping grid. But the two can coexist happily - just display the user-defined grid as well as the variable-size grid. And allow any or all to be enabled.
