This likely mean you need to reinstall Python itself.

Big Sur has been release about 2 weeks ago, it is expected to have bugs in
it; Python 3.9.1rc1 has been released today and it might contain fixes for
Big Sur; so you may need to wait for it to be release to update.

In general you may want to wait a few more weeks before upgrading OS, to
make sure all issues are settled.
