Sure, because the Outlook app talks to Microsoft's servers using Microsoft's Exchange protocol. We don't support the EAS protocol right now (for various reasons). When we do, those accounts may have a Not Junk option.
In IMAP there's not proper support for Junk as far as I know. There are flags on messages which some providers add. Improved support for these flags is a fairly big piece of development. And it wouldn't help support all providers. Some times the best we could do is move it from the Junk folder to the Inbox.
